各省、市、自治区革命委员会：

最近不少地区大规模地成批地组织上千人的“参观队”到大寨去“学习”，成批人不断离开生产岗位，利用国家公款，长途旅行，加重交通运输负担，甚至游山玩水，沿途发生武斗。目前每天到大寨的人数达两万左右。中央认为，这种做法是违反毛主席“节约闹革命”的精神的，是同大寨“自力更生”的精神背道而驰的，应予禁止。各地革命委员会应高举毛泽东思想伟大红旗，在本地发现、培养先进典型，把毛主席“农业学大寨”的号召落实到实际行动中去。
